[ Feature ] User defined tags

Several users have asked for the ability to create custom tags for games.

A fully customizable multi-level tagging system is proposed.

The idea is to let users create their own tag categories with a selection mode, add tags within each one, and assign them to games.

Then, any list of games (your games, a list or state) will have filters based on tags and tag groups.
